Our Story

TPD Founded | 1980

The Personnel Department was founded with a unique mission: to put people first. We opened our doors on July 2, 1980, as the first temporary staffing agency to put an emphasis on retention by offering our Fieldstaff competitive pay, active performance management and 100 percent employer-paid benefits. From the very beginning, our focus on quality, retention and putting people first has allowed our clients to access the top talent they need, when they need it.

Service Expansion | 1980 – 2013

During our first three decades in business, our service offerings grew to include recruiting, executive search, payroll processing and much more. This evolution was driven by the needs of our clients and our commitment to being their full-service workforce partner.

Total Workforce Solution | 2013 and Beyond

In December of 2013, “The Personnel Department” became TPD, unifying our services into a Total Workforce Solution that includes recruiting, temporary staffing, payrolling services and much more.

Meet The Team

Paul Tournier
Paul Tournier
Paul has more than 25 years of global experience in logistics and business management. Previously an Executive Partner at Accenture, Paul was responsible for that organization’s Global Freight and Logistics practice, working with more than 40 clients in 21 countries to achieve high performance. Before Accenture, Paul served for nine years in the Dutch Army as a Logistics Officer.

Nikita, CPHR, joined TPD in 2010 and has held several leadership roles in Business Development, Recruiting and Organizational Development. She is a strategic, trusted Human Resource Professional, partnering with senior business leaders to develop and deliver results-focused workforce programs.

Stuart Heaven
VP of Operations
Stuart, CPHR, SHRM is an operations leader with over 15 years of experience managing large and complex workforce requirements. Since joining TPD in 2015, he has rapidly progressed into an executive role and is known for leveraging strong people management and core operational competencies. His innovative thinking, determination, and readiness to challenge conventions have helped him achieve extremely ambitious goals.
