TPD Founded | 1980
The Personnel Department was established with a mission to be different – to put people first. We opened our doors on July 2nd 1980, as the 1st temporary staffing agency to put a focus on retention and to hire a team to break down the stereotype of the ‘temp.’ Our Fieldstaff receive competitive pay, active performance management and 100% employer paid benefits. Service Expansion | 1980 – 2013
Over the course of 33 years, The Personnel Department was made and remade on words, ideas and ideals. Our service offering grew to encompass recruiting, executive search, payroll processing and more. The Personnel Department continued to evolve as a response to the needs of our clients and our commitment to being their full service HR partners.
The Next 33 Years | 2013 and Beyond
In December 2013, The Personnel Department became TPD – a full service talent management and organizational performance firm. HR responsibilities evolved, seeping into other functions such as IT, marketing and operations and TPD is positioned to support our clients full-cycle.
Meet The Team
Paul comes to TPD with more than twenty-five years of global experience in Logistics & Business Management. Previously an Executive Partner at Accenture, Paul was responsible for Accenture’s Global Freight & Logistics practice and worked with more than 40 clients in 21 countries to achieve High Performance. Prior to Accenture Paul served as a Logistics Officer in the Dutch Army for 9 years.
VP of Finance
Julia Ng, CPA, CMA has been with TPD since 1991. She provides leadership and oversees Financial, Accounting, Credit & Collection, Insurance, Compliance & Risk management functions, and works directly with corporation bankers. She is also responsible for planning and implementing treasury targets. Julia has strong experience in financial reporting & cash management in Canada & U.S.

Elena’s focus is to mentor, train and develop the Staffing teams across North America to reach their top potential and deliver exceptional results to our stakeholders. Elena leverages a diverse business background and 8 years’ tenure at TPD to creatively approach complex Workforce challenges with a strong commitment to innovation, employer brand, engagement, customer success and candidate experience.
Director of Marketing & Sales
Matthew has a background in building companies from the ground up. He has worked in strategic business development, marketing and has owned or invested in several companies. Matthew is regularly quoted in industry articles as well as major media outlets as an authority on small business marketing practices.
Director Business Systems & Processes
With a Bachelor of Commerce in Management from UBC, Kelsey’s analytical, data-driven approach to growing TPD’s business allows the company to be responsive, agile, and adaptive to system and process changes while keeping business objectives top of mind. Kelsey also plays a key role in new project onboarding and training, and leveraging technology systems to ensure the results delivered will add value to TPD’s stakeholders.
Lead HR Strategist, CHRP
As Lead HR Strategist for TPD, Elena seeks to understand the unique strategic objectives and challenges for each client and provide customized solutions that fit the needs and priorities of each organization. Elena is passionate about aligning human resources with organizational objectives. Prior to TPD, Elena was the CEO of Walker Bay Boats, a 70 person family business in the consumer products industry.

Nikita Weisgerber, CHRP, has represented TPD since 2010, performing a number of leadership roles in Business Development, Staffing, Recruiting and Organizational Development. Nikita has combined her business development experience and HR knowledge to develop TPDs new innovative and technology-based service Recruiting on Demand.
Manager Recruiting & Executive Search
Sepand Zarrabi,CHRP is an HR business professional with a focus on Recruitment Solutions. He has been with TPD for over 11 years and to date, has been directly involved in over 1,300 successful recruitment assignments and has interviewed over 3,500 applicants. When Sepand isn’t working with his team to find top talent he is working with clients to help them strategically hire so that they can reach their business goals.
